一見、ただの歴史書に見えるこの本が、戦争の抑止についての示唆を与えていることは、出版年を見ると、よくわかります。
At first sight this book looks like an ordinary history book, but it is apparent from the year when the book was published that it gives readers valuable suggestions about the deterrence of wars.

初版は第一次世界大戦の、第２版は第２次世界大戦の総括であることは明白です。リアルタイムの出来事として、それぞれの経緯がとてもわかりやすくまとめられています。自分にとって圧巻だったのは、第一次大戦後の敗戦国への過酷な賠償要求が、結局は戦勝国の財政悪化につながり、結果的に第2次世界大戦の要因となっていくところです。敗戦国ドイツにおける困窮極まった民衆にとって、ヒトラーの台頭が希望の光に見えたのも納得できます。勝者が敗者を裁くことの理不尽さと危険性が実感として迫ってきました。
It is obvious that the first edition was a bird’s-eye view of WWⅠ and the second edition was of WWⅡ. That was almost a real-time report so it described what happened in either wars so well. I was impressed with the part which described that the huge reparations demanded of the defeated nation after WWⅠ somehow badly affected the financial conditions of the victorious nations and consequently caused WWⅡ．Now I can understand why the German people, who were in distress after WWⅠ, saw a ray of hope when Hitler was on the rise. I realized from the bottom of my heart how irrational and risky it was that the victorious countries punish the defeated ones.
ウェルズ自身、国際連盟の立ち上げには大きな役割を果たしたとのこと。それだけに国際連盟が形骸化し、むしろ第2次大戦へと状況を悪化させる存在になったことが悔しかったに違いありません。第2版の最終章は、人類の未来を絶望視する言葉で締めくくられています。
Wells himself played an important role in establishing the League of Nations. I guess it was a crying shame to him to see the League of Nations not only became a mere name but also brought all the nations to WWⅡ. The last chapter of the second edition was closed with the words of giving up on the future of mankind.
ウェルズの抱いた人類の未来への不安は、現在のところ杞憂にすぎないと言えるでしょう。第二次大戦後の植民地の解放、イデオロギーの対立解消、教育の普及、情報化社会の進展などを見る限り、次の世界大戦の危険は遠ざかっていると、大局的には見てもいいのかもしれません。けれども、核兵器の拡散、自国第一主義の政策、様々な形で存在し続ける格差など、不安材料に事欠かないことは自分たちがよくわかっています。ウェルズと同じ視点を持って、それらの動向に関心を持ち続けることが、平和を守ることにつながるのだと思います。
The anxiety about the future of mankind Wells felt at that time seems to be only an imaginary fear for the time being. Generally speaking, we can probably say that the fear of WWⅢ happening is receding as far as we can tell from what have happened after WWⅡ such as the liberation of colonies, the settlement of ideological conflicts, the spread of education, and the development of information society. However, we know there are still some grounds of concern such as nuclear proliferation, nationalism, the disparities still existing in various ways and so on. I suppose that watching carefully to see how those things going leads to preserving peace.
